Economists tend to perform both policy and research duties

Only around a quarter of economics departments have a pure research function

It is standard practice at most central banks for economists to perform both policy-related functions and pursue research.

Only a quarter of respondents to Economics Benchmarks 2021 said they had a department whose sole focus was research. The figure was down somewhat on the 2020 study, when 33% of departments had a pure research function.
