Sri Lanka's Cabraal on standards, codes and rules

In the speech 'Standards, codes and rules - Friend or foe of poor nations?' given on 12 September Ajith Nivard Cabraal of the Central Bank of Sri Lanka said many low-income countries, despite their potential to grow are functioning in an "international environment" that is "controlling" almost all economic activities.
