RBA considers overhaul to card access regimes

The Reserve Bank of Australia (RBA) is reassessing the rules governing access to the country's credit and debit card systems, as it fears they are "preventing prospective scheme participants from entry".

The rules – dubbed card access regimes – were introduced in 2004 with a view to expanding the number of card issuers and acquirers participating in the MasterCard and Visa systems.
