Target2 offers useful liquidity monitoring tool: Netherlands Bank paper

A Netherlands Bank paper published on Friday shows how Target2 transactions and collateral data can be used to monitor banks' liquidity positions.

Ronald Heijmans and Richard Heuver, the paper's authors, study transaction data from the Dutch part of the European real-time gross settlement system and collateral management data, to develop indicators for liquidity shortages and potential financial problems for banks.

The authors say banks' demand and supply of liquidity, timing of payments, amount
