ECB’s Mersch explores construction of instant payments services

Yves Mersch shed light on plans to develop a pan-European instant payments solution on November 18, saying that the Eurosystem sees instant payment services being constructed on scheme, clearing, and settlement layers.

The European Central Bank executive board member told an audience in Frankfurt that a "common scheme" for instant payments should "harmonise how payment service providers interact with their customers and with other payment service providers".

The question on the clearing layer
