Issues for central banks' collateral frameworks

Research from the International Monetary Fund highlights four issues for central banks' collateral frameworks.

The four issues are that:

· collateral frameworks need to include market incentives;

· central banks face trade-offs between risk and counterparty access;

· emerging markets may see pressure on collateral policies in coming years; and

· further work is required to develop pricing incentives and the structure of central bank facilities, both during normal times and in periods of
