FCA review paints picture of institution rattled by setbacks

Review flags numerous areas for improvement

The UK's Financial Conduct Authority (FCA) was in 2015 still reeling from blows it suffered after a communications scandal and the ousting of chief executive Martin Wheatley, according to an independent review published by the FCA on January 14.

The investigation, conducted by consultancy Boardroom Review and completed in October, found numerous issues with the management of the organisation. The review warned of a culture defined by risk aversion, problems with the succession of senior leaders
