Central bankers debate Basel II delay in Madrid

The central bankers and bank supervisors charged with creating a new regime for bank capital were due to meet in Madrid on Friday to decide whether to postpone the implementation of the rules. The issue was to be formally debated at the two-day meeting, which began Friday under the chairmanship of Jaime Caruana, governor of the Bank of Spain.
