Direct system breaches are top cyber risk

Main threats vary by cyber security staffing and economic groupings

Most risk managers see direct breaches of central bank systems as their top cyber threat, data from the Risk Management Benchmarks 2025 reveals.

Respondents scored cyber risks from 1 to 5, with 1 being the least concerning and 5 being the most. Managers assigned the highest average score of 3.6 to direct breaches of central bank systems. They graded breaches occurring in commercial banks the lowest score of 2.9.

Central Banking further analysed the dataset by respondents’ average size of cyber
