Central banks report high levels of independence

Institutions across regions and income groups report significant autonomy from political interference

Central banks reported generally high levels of independence and accountability in the Governance Benchmarks 2025.

Respondents were asked how they would rate their institutions’ independence in a range of areas on a scale of 1–5, with one equalling no independence and five meaning complete independence.

The average scores in all the categories were four or above, across regions and income groups. Across the 10 areas surveyed, central banks reported an average score of 4.58 out of five, indicating
