One-fifth of central banks lack defined risk tolerance and strategy

But majority of respondents apply risk management principles to policies and processes

Around a fifth of central banks responding to the Risk Management Benchmarks 2025 have no defined risk tolerance and risk management strategy.

Across 43 risk management divisions, 18.6% say they do not have a defined risk tolerance. Likewise, to the question on risk management strategy, 18.6% of 43 respondents lack one. The results are slightly higher than the figures from a different sample in the 2024 benchmarks.

In another section of the benchmark, over nine-tenths of 42 central banks say they
