One-third of central banks offer liquidity to non-banks

But most keep the list of counterparties strictly limited

Close to a third of central banks that responded to the Monetary Policy Benchmarks 2024 allow non-banks to access their liquidity facilities.

Among the 43 central banks that answered the question, 14 institutions (32.6%) allow at least one kind of non-bank financial institution to access liquidity facilities. The remainder provide liquidity solely to banks.

The data suggests that European central banks are somewhat more likely to allow access to non-banks, which is the case at 45.5% of European
