De Guindos: Boost eurozone banks’ countercyclical capital buffers

Increases in counter-cyclical buffers should accompany decreases in other capital ratios, says ECB vice-president

Macroprudential authorities in the eurozone should rethink their approach by increasing banks’ countercyclical buffers while cutting other capital requirements, said European Central Bank vice-president Luis de Guindos.

In a speech today (December 16), de Guindos said the overall level of capital requirements is “broadly adequate”. But he argued that the way in which these parameters are structured may not be enough to safeguard financial stability. This is mainly because ‘lower for longer’
