ECB strongly criticises Slovenian draft law on central bank
Proposals would put legal burden of proof in banking crisis cases on central bank, ECB says
The European Central Bank has criticised the Slovenian finance ministry’s second attempt to draft a law retrospectively regulating the way the country’s central bank responded to a major banking crisis.
The ECB said the new draft law would effectively put the legal burden on Bank of Slovenia to prove in court that it had acted legally in “bailing in” shareholders and creditors during a banking crisis. It criticised several other aspects of the second draft law, including the handling of
