Norways’s Qvigstad on the art of communication

Transparency involves more than the public disclosure of information, said Jan Qvigstad, the deputy governor of Norges Bank, stressing that communication is a difficult art.

Qvigstad said good communication should satisfy three criteria:

· Clarity. Information should not be subject to misinterpretation and should not be so imprecise that it is not given weight.

· Effectiveness. It should not be time-consuming and demanding for the recipient to find and interpret the relevant information
