Talk of banks 'capturing' Basle II wide of mark

Sir, I write in response to the article by Avinash Persaud ("Banks put themselves at risk in Basle", October 17). Dr Persaud makes three assertions to which I will respond in turn.

First, it is suggested that the banks have lobbied for complexity in Basle II. This is not the case. In fact far from complexity being a desired
