Former LatAm governors propose new IMF liquidity tool

Emerging market fund would be aimed at stabilising bond markets during liquidity crises

Leading Latin American economists, including two former central bank governors, have called on the International Monetary Fund to set up a new fund for emerging markets.

Their proposal, published on October 15 by the Center for Global Development’s Latin American Committee on Macroeconomic and Financial Issues, calls for a new tool to provide liquidity. Rather than providing loans to specific countries, its aim would be to stabilise bond markets and prevent turmoil in one country spilling over
