Kurt Schuler happened across a copy of the Bretton Woods transcripts while browsing through a section of un-catalogued material in the library of the US Treasury, where he is an economist in the office of international affairs. He spotted some black bound volumes stamped ‘Transcript of Minutes of Meetings of United Nations Monetary and Financial Conference’, the official name of the Bretton Woods conference.

Looking through them, he found himself reading unfamiliar remarks from John Maynard
