Fed's Bernanke on soft hearts, hard data

In the speech 'Soft Hearts, Hard Data: The Use of Quantitative Analysis in Community Development' Ben Bernanke of the Federal Reserve said the collection and especially the analysis of data present difficult challenges to community organizations. Quantifying social objectives such as "empowerment" is just one problem. Another difficulty is isolating the effects of a community development organization's activities from the many other factors that may cause a community to improve or decay.
