In a speech to the executive directors of the IMF, Linah Mohohlo, the governor of the Bank of Botswana blasts America and Europe for what she describes as a sense of entitlement in the appointment of the heads of the World Bank and the Fund.

Mohohlo warns that "unless the Fund is seen to be managed according to the highest standards of good governance, which enshrine widely accepted notions of fairness and accountability in its operations and decision-making, including in staff appointments
