Sants: Publication of RBS report hinges on permission from bank

Hector Sants, chief executive of the UK Financial Services Authority (FSA), says although he is "extremely sympathetic" to the views of those who have demanded the public release of the recent report into failures at Royal Bank of Scotland (RBS), it remains extremely unlikely.
