Bank of Spain's Roldán highlights Basel III flaws

Basel III does much to enhance capital requirements, but several significant risks to stability remain, José María Roldán, the director general of banking regulation at the Bank of Spain and a member of the Basel Committee on Banking Supervision, on Monday warned.

Roldán told a Centre for Economic Policy Research conference that Basel III largely maintained the same architecture as Basel II and that perhaps this architecture was wrong. The rules remained very prone to capital arbitrage, in which
