Basel Committee unveils radical agenda

The Basel Committee on Banking Supervision on Thursday published an ambitious set of proposals aimed at strengthening global capital and liquidity regulations.

The proposals, agreed at meeting last week, see the committee look to alter the definition of tier one capital so as to ensure that the predominant form of this is common shares and retained earnings.

In justifying the decision, the committee said: "Under the current standard, banks could hold as little as 2% common equity to risk-based
