Most governing boards operate under charters

Strategy-setting and budget approval are boards’ top responsibilities

A clear majority of central bank governing boards operate under a charter, the Governance Benchmarks 2025 finds.

Fifty-three central banks representing 84.1% of respondents say their governing boards’ operations are defined by a charter. However, the boards at ten of the 63 institutions that provided data appear to be governed by a legal framework alone.

Of the various tasks that boards carry out, setting overall strategy (90.6%) for the central bank and agreeing on departmental budgets (87.5%)
